For a few years now I have those white layers of skin on my penis. It doesnt hurt or anything, its very rugged/rough though, and for last few months it really started to spread all around and cover big part of it.
What is this? How to treat this?

I'm not sure, but it could be BXO aka lichen sclerosus. I'd see a doctor if I were you. If you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details".
