There are two 1/4" scaly patch - first white and after scrubbing, now red. It gets smaller and then bigger. I have them for over a month now. Does anyone have anything similar? Could it be genital psoriasis? But they don't itch and are not painful. It would get smaller and then bigger again and I stopped using alcohol on it.

Using Alcohol? On your Penis? Why is this?! The only thin you should 'treat' your penis with is plain water - nothing else! Otherwise this can lead to the type of conditions you are now experiencing.
What is not widely acknowledged is that there are naturally present bacteria on the head and underneath your foreskin (if you are not circumcised, obviously) and this bacteria helps the head of the penis to be as healthy as possible ...
