Bumps on genitals between base and shaft

Please see attached picture. I just noticed them, but I check myself regularly. I haven't had any sex in 7-8 months. It was unprotected, but it was with a regular partner, my only partner within the last 3 years. We had been together for 9 months. She had some std history. Only thing active, I found out later, was hpv.
