You are meaning all over the glans of your penis, or just on the corona / rim?
Irrespective, what the bumps are, fundamentally is a natural part of the make up of your penis.
What may be varying is that the level of irritation and this is what makes the bumps more or less obvious from time to time.
The source of the irritation could be specific things, such as a relatively mild yeast / fungal infection (look up jock itch and controlling it) or potentially anything that is in regular contact with the skin on the head of your penis. So for example this could be a particular soap, shower gel or other body wash you use from time to time, or sometimes you use it or other times you may not. Or it could be a combination of factors, sometimes one thing may be present and cause no problem, but when combined with something else the bumps become most obvious.
Masturbation practices, particularly use of lubes, skin creams, moisturiser can also be part of what is going on. Related to this, many males use things like hair shampoo on the penis when they are masturbating .....

Well all over my glans like in the first picture, I have been struggling to get rid of a red dot I have so it may be fungal as you mentioned. You explained it pretty well thank you!

When you have stuff like this going on it is best to create a benchmark - that is, as few things as possible come into contact with your penile skin, and in particular, the skin on the head of your penis. I have just posted this detail to someone else:
NO SOAP or even body wash for at least 3 to 4 months - the ideal way to clean a penis where issues are ongoing, or severe skin issues have previously existed is to wash with warm water only. Rub with the inside of the hand and fingers and fingertips to clean. When showering, if you are not circumcised, cover the entire head of your penis with your foreskin by drawing it as far forward as it will go, wash everywhere else on your body first and fully rinse.
