Are you sexually active and/or masturbating?
How long have these bumps been there?
Are you suffering any other symptoms?
Are you applying something on it (creams, soaps etc)?

Yes I do Masturbate.
Been there for a while, no itch or anything. I'ts not uncomfortable.
No other symptoms other than these flat skin like bumps on my foreskin, which also doesnt itch or anything. I've been rubbing fungal cream, but it doesnt help.

the doctor dismissed it and said it was normal apprently, That its follicles... I'm going to get a second opinion
