Confused and scared

So I had some bumps on my penis that were firm, with zero symptoms of genital herpes. They kind of just shrunk down and became spots on my skin, no scabs no ulcers or anything just some dry skin around them. I got tested, swab and blood and both came back negative. My doctor said if it was an outbreak the blood test would show positive result. Is this true? Am I in the clear?
