Confusing HSV diagnosis

The story is:
So I have been having sex my girlfriend for over a year (unprotected).
At around the 12 month mark, we have sex as usual, and around 3 days later I notice feint itchiness on my penis. Which were then followed by small blisters/vesicles the next day. Understandably, I immediately think Herpes. So two days later I go to the walk-in clinic and get a swab test done (the blisters appeared on a Friday so I went in to get checked that Monday).
By this time the blisters were beginning to heal, and the doctor said that the swab test might not yield a conclusive result.
But I insisted on still testing. They had no testing kit on-site, so the nurse runs to the nearby hospital, and so I sit in the patient room for over 40 minutes waiting on her return. When she returns, they test me. Following this, she was unsure of a diagnosis and asked me if I took any photos of how the blisters looked prior to healing. I did, and showed them to her. When she saw them she immediately said "that looks like Herpes", and used this as my diagnosis. I was then prescribed Valtrex. (Also, the swab test came back negative).
Skeptical of this diagnosis, I set up an appointment with my primary doctor the following week. While I am there, I describe everything to her and she says further testing will be required. I take a blood test which comes back negative. (Not surprising since symptoms first appeared the week prior).
Over three months later, I visit my primary doctor again and she tells me that she doesn't believe I have HSV, and orders another blood test. This test took exactly a month to return the results. The final results were negative, and I was told over the phone that I was misdiagnosed at the walk in clinic where I seen first.
(Sorry for the essay, but I am understandably confused) But could it be an allergic reaction, something else that looks like HSV, or three false negatives?

(BTW I have not been taking the valtrex or any medications that could throw off the results)
