Do I have genital herpes or not?

Do I have genital herpes or not?  About a week and a half ago I noticed a pimple on my penile shaft that just looked like a pus filled zit.  However, the next day it turned into an inflamed pimple red around the base and fluid inside the temple. It began to itch and burn like a rug burn at times. Over the next few days it would come to ahead open up act like it was turning into a scab but then turn into a pimple  again over and over. When I was finally able to get into the clinic to get it tested, the skin test came up negative and the health provider believed it to be a bacterial infection. Just yesterday I received a negative result for HSV 2  from my blood test. The original sore is mostly healed up. However, I recently engaged in masturbation and a new sore has popped up with the same symptoms as before  inching and burning at times. If it's not genital herpes what is it? I have googled 1000 times however my symptoms still seem to point to genital herpes and the temple itself doesn't resemble any other sort of  skin explanations out there.

It could very well be something other than Hsv2. Were you tested for hsv1? Hsv1 can be acquired genitally, if the lesions had somewhat healed it is very possible there wasn't a sufficient amount available for testing. Genital herpes just points to location of infection however hsv1 can be transmitted orally as well as genitally and vice versa for hsv2.

My test came up positive for Hsv1 but negative for hsv2. So what should be my next step? Do I get tested again? It is super hard to get into the clinic, usually takes about a week to get in by appointment, they do have a walk in clinic but it is super busy too and they often turn people away.

Then it is very possible that you have genital hsv1. Which could also explain the minimal amount of sores. Do you get cold sores orally? The only way to know for certain is to have a newly opened lesion swabbed before the healing process begins but it sounds like hsv1.

No I rarely get cold sores but just a few days ago I got a little bump (does not hurt at all) inside my mouth on the cheek in front of my teeth. Is genital hsv1 as bad as genital hsv2? What's the difference? Do the same antivirals work?

I can't even remember if or when the last time I've had a cold sore. I've had a few canker sores in the past.

Genital hsv1 is very mild in comparison to hsv2...less frequent and less severe

Since hsv1 is typically seen around the mouth, would this instance possibly be just isolated to the genitals at this time? Or once I have genital hsv1 does it stay dormant until it appears again like hsv2?

Typically it reappears during outbreaks at the site of infection
