Does this look like HPV/genital warts?

I first noticed these abnormal bumps under my penis head around November. The last time i had unprotected sex would have been approximately a year ago. Based off the time period in between, it seems any STD besides possibly genital warts could be ruled out.

The entire penis head has been more red after masturbation but it doesn't cause any significant discomfort, although I can tell its there sometimes. It kinda just feels like the skin is dry? Not entirely sure how to describe it.

Does it look like it could be genital warts?
