Herpes or Ingrowns?

I have had these bumps on my pubic area for a few weeks now, could anyone tell me what it is? They’re very itchy.image

    if it has been a couple of weeks i believe it would have turn into open lesions by now if it was herpes. it could be ingrown hairs or genital warts
