Herps or Otherwise

Can anyone identify from the image what is currently going on here? My belief is it is caused by bad hygiene since I hadn't been properly washing my clothes or sheets, nor have I been cleaning the bathroom properly. It looked like it was getting better when I was on a trip but then it started getting worse once I got back home. At first, it was just the one lesion that was scratched open by accident since I was sleeping. Now that I've been home, tiny blisters had appeared and now look to be healing over except for the one larger lesion. The lesion and area seems to respond to hydrocortisone but it got red/irritated when I used neosporin on it.

I know the only way to get confirmation is to get tested at a clinic but that isn't an option for the time being.
