I have small red bumps/specks on the penile shaft and do not know what they are.

They came up 4 days ago, I have no discharge, have no itching, no blistering, nothing but spots pictured below. Some of original spots have gone away, but others have appeared and its been 4 days now. I do not currently have insurance and am looking for whatever answers or solutions I can.
