In my opinion observe for a few more days.
Herpes sores are ususally painful ( acc to my research on internet) . And these are not herpes. these are just fordyce spots.
For your thighs i would advice you to wait and monitor any other symptoms. If problem persists get a checkup.

It is your final two photos that I am concerned about: the skin on your scrotum adjacent to where your finger is in the final photo seems to have a white appearance and this seems to link across to what you have going on with your thigh.
I wonder: are you a sportingly active person and shower several times during the day?
Do you wear underwear? and if so what type, are they tight fitting brief type or loose fitting boxer type?
I would suggest that the circumstances that have caused this have been in place for, potentially, a number of years - so the circumstance that would fit this is that if you have trained for and took part in an active sport over a number of years this is one example of the circumstances that can create a problem like this.
You are likely to need the correct type of medication for this and may well need the help of a dermatologist so that the correct treatment can be put in place as soon as possible.
Do you currently have access to your own doctor / GP and is it possible for you to see a Dermatologist?
The black like spots are most likely Fordyce - what you have in terms of the wrinkles on your shaft is most likely linked to what I have detailed to you in what has caused the scaly patches

You are going to need to get medical help with this - in my opinion you have a severe skin irritation issue which is going to need the CORRECT medication to either resolve or keep under control.
The medical professional to see would be a dermatologist - if you cannot see one directly see your own doctor / GP to get a referral - you could also go to any sexual health service provider - if you are in the UK there are also GUM clinics, most of these are based at general hospitals. )check online with " GUM Clinic Near Me ")
When you wash the area ANY form of body wash such as soap and shower gel will simply irritate it further - try to clean the area with water only when you shower, for example.
You need to carefully dry the area after washing or taking a shower - you MUST remove ALL moisture as this will simply be the source of further irritation - try not to rub the area with a towel pat it dry if you can.
After gym sessions you need to remove whatever shorts you were wearing straight afterwards, take a shower without soap or shower gel and again fully carefully dry to remove ALL moisture
