I've been diagnosed with Genital Herpes but doctor tells me what I'm experiencing isn't an outbreak

I've been having, what appears to be, small pimples on my penis. They don't itch, they don't hurt or burn, they just randomly show up. I've gone to planned parenthood twice and after an examination they keep telling me it's not an outbreak but from what I've read online, and pictures I've seen, it sounds like it is. The nurse practitioner also prescribed me acyclovir but said that if she was me she wouldn't take it as the symptoms don't appear herpes related. I'm about to enter into a sexual relationship with someone and I don't know if this is an outbreak or not.

    They don't look like blisters, ulcers or sores. Perhaps they're genital warts or something else. Why don't you insist on a swab test?

    Outbreaks can also look like pimples, if u were to squeeze them, stuff would actually come out, it'll look flattish...

    I just peaked at the pic, it does look like herpes to me, I've had this nasty virus for 16 months...

    They don't really look like pimples to me from what I can see in the pic, and the fact they don't itch, hurt or otherwise feel sore seems less likely that they're herpes. Do they ever ulcerate or scab over? How long do they take to disappear? If I were you, I'd just get it swabbed and request an IgG antibody test for herpes (not IgM).
