Is it herpes? W/pic

Hello! I've noticed those weird pimples on my penis about 3 weeks ago. I had intercourse with a condom but as I remember it didn't wrapped my whole penis. sometimes those pimples gets whiter and bigger, after a shower sometimes the pimples get smaller but it won't disappear.

I can't visit a doctor for now, I'm currently aboard.

So, is that an herpes? if not can someone please tell me what could that be?

      Last time I had intercourse it was a month ago (10/11-11/11).

      and I've been noticed them like about 3 weeks ago.

      and they're on my penis 3 weeks in row, never disappeared

      sorry, I just realised you did state that. If they have been like that for 3 weeks and not blistered/scabbed then I think you can rule out herpes in this case
