To me it looks like a perfectly normal and healthy glans. Looks like there is a few penile papules around the ridge but these are also normal and quite common. Balanitis usually looks sore, red and can leave scarring on the glans tissue. If you've had all the tests for STD's i'd leave it be and forget about it.

I still think it's honestly nothing to worry about. I've got a lot more pimples than that on mine and they cause me no harm!

EH, I fully agree with James - what you are highlighting can simply be described as Pimples and are nothing to worry about.
What your photos show me is that the skin on your penis is excessively dry: what I am wondering is whether if you got your skin back to what it used to look like many years ago whether you would be much happier with the general appearance of the skin on your penis.
Here are the Golden Rules for healthy Penile Skin anyway: -
Never apply soap or any other form of body wash to to your penis. When you shower wash everywhere else on your body first, then fully rinse. Then, take some time to rinse away any soap or other forms of body wash that have gotten onto your penis during the shower with the running shower water only, the water should be warm, never hot.
Get out of the shower and fully dry all of the skin in your groin region, carefully dry the skin of the penis itself. Try to use a clean dry towel each time that ONLY you use.
What you could try is to get some liquid Coconut Oil that is for use on skin rather than hair - 99% pure is really good. I would use it sparingly - you ONLY want a very light covering, for which simply put a tiny bit on your fingers first, rather than apply directly to your penis.
Be warned, brining about change will be an extremely long process, penile skin takes a very long time to recover from years of exposure to soap and other forms of body wash. In fact I would say you may not even notice a great deal of difference for a year, or possibly more. If you do continue to do nothing about the dry penile skin it will simply continue to dry out further, and at some point you will get the initial symptoms of Balanitis.
