i wouldnt panic too much, i had some very simular pop up over the summer then settle back down and dossapear, it looks like an inflamed forcyde spot, they are caused my inflamed oil glands some men have on the penis, looks normal to me.

yes its a warts but its treatable through freezing or cauterization by the doctor
