Simply, no this is not normal. I take it you are not circumcised?
What may be a simple cause of this is that you regularly have moisture in this area of your penis, this can be after washing or after you shower. Make sure that after you wash or shower this area is fully dried, until this is healed fully you will need to carefully pat dry the area with a clean dry towel, preferably, a towel that only you use.
If you are sexually active you will be very susceptible to infections if you are not using protection until this heals completely ...

In terms of genital and reproductive health it all depends whether you are sexually active or not, and if you are whether you have always used protection for sex or oral. Although what you see is likely to have nothing to do with sexual activity if you have had unprotected penetrative or oral sex while the skin has been damaged like this that will leave you more susceptible to sexual infections.
So for someone that is not sexually active but has skin damage like this on the penis, then the risk is almost zero.
What you could try is a tiny amount of antiseptic on this and see whether the skin begins to heal. As I say, the essential is making sure this area is dry - what I would try is get some liquid antiseptic and dab a tiny amount of undiluted liquid antiseptic on it before you go to bed - then, if you shower or wash your penis in the morning, again, make sure the area is completely dry. You will soon tell whether the liquid antiseptic will have a beneficial impact or not, if it does not make it worse try the liquid antiseptic for 4 or 5 days at least ......
