My primary doctor says my testosterone is very low for my age, what do you think?

I'm a 25 year old male, and my total testosterone is 255, and my free testosterone is 70.6. All other bloodwork and labs, including insulin and thyroid function are within normal levels.

My primary doctor says that it's very low, but has referred me to a urologist. He said that the levels of the precursors to testosterone are fine, and it doesn't explain why my total and free levels are so low, and that it's also odd that low-sex drive is not one of my symptoms.

My main question:

For a very long time I've felt very sleepy throughout the day, and I have a horrible time trying to sleep, and I feel very mentally fatigued in the latter half of the day. Could low T be the reason why I feel this way, and would some sort of supplementation help?

Also, in general, what do you all think about my T levels and what their cause could be?
