Painless bumps on Vulva - Vestibular Papillomatosis or Herpes? (Pictures)

The bumps were flat 1st, then raised when I rubbed/scratched them to see if they were painful or not. The bumps DO NOT hurt or itch.

They also shrunk after about an half hour, yet they're still there. I don't think they're herpes, because my groin lymph nodes aren't raised or hurting and I do not have a fever. Also my vaginal discharge is odorless and white/clear. It doesn't hurt to pee either.

They didn't change color when I also applied vinegar testing them to see if they were warts.

Are they sweat bumps?? I also use a lot of baby wipes when I use the bathroom. Did the baby wipes irritate my skin there? Sometimes I wipe a bit hard too.
