can someone tell me what these are I have these for a really long time now and they don't want to go away and they are hard under the skin of the penis shaft

they seem to be like ingrown hair but just go to the doctor to get it checked

that's what I say but I will go to the doctor just to make sure I hope and it's nothing that serious
