Please help! Is this herpes?!

Hello everyone, in the middle of november of 2019 or maybe earlier I noticed these tiny bumps around my urethra opening, they do not hurt and when I touch them it's like nothing is there. Now its january of 2020 and they are still here, maybe more or less I cant really tell. I tested my blood and urine on december 18 and it came back negative. At first i thought it was herpes blisters but they have not changed and I dont think herpes outbreaks lasts for this long. Does anyone have any idea of what it might be?

    What I meant to say about the tests is that they came back negative for everything you can test (chlamydia, etc)

      On the glans? I was under the impression that those would appear on the shaft or foreskin

      u can them on the glans to and the lips etc
