    It's pretty angry looking, and needs attention. I'd see a GP at first, and get started on an ointment or pill, if necessary.

    Get it looked at James...even a walk-in clinic or the ER if it's not busy.. do some professional eyes can rule out any thing major going on....dry is better than leaky for sure...maybe a except or psoriasis type tbing that can be remedied fast.

    If you are in UK you can go to a GUM clinic at the local hospital. No need for an appointment or referral from your doctor. just walk in. Google your nearest.  You will be totally anonymous.  But please get this looked at by a medic.

    That looks painful. Poor you. Could it be a yeast infection or something like that? As others have suggested, it could be a really good idea to go see your GP as a start. Soap may dry the skin out when showering and cause yeast infections. Your penile skin and glans seem a little dry aswell. Talk to your doctor about it, and also see if washing only with water and using lube during masturbation could help aswell to keep some of the moist that's needed, to prevent creating sores in the surface of the skin that easily would get infected.
