Raised spots on foreskin

I have 2 spots on my foreskin.... it went from 1 spot but now there are 2 visible spots... These are two elevated bumps that don't hurt or itch.

I think genital warts or penile cancer?

what do you think it is?

Please help, thank you.

make an appointment . its sucks . its hard . but its the only way , i am scheduled for an biopsy my self . dont waste time
