Rapidly fluctuating oxygen levels

ive been dealing with extreme shortness of breath the past 10 months is so bad ive got to gasp for air every 20 seconds my ive been to every doctor there is nothing found im literally disabled gasping every 20 seconds all day long made worse by exertion and lately ive been monitoring my oxygen levels and they seem to change by the second and i know its not the oximeter because my moms o2 stays good mime will literally start at 98 and drop to 94-93 even 92 at times and be there for 2 seconds and rise to 96-97-98-99 then slowly drop to 94-93 again and then be there a second and rise again what the heck it going on im a 26 year old male trying to regain my life..
