Red dots and rash on penis, has occured for a while. They go away and come back. Please help

Hi I'm a Male, 1 8 years and I have had red dots and rashes appear on my penis. They will go away and come back. They do not smell and I do not have discharge. They hurt sometimes but rarely. It almost seems like my penis is dried up at some points. This has happened for awhile

hard to tell without a picture. could be warts, herpes, allergic reaction, cysts.
