I have been experiencing this for maybe 2 years now. Sometimes it gets very well like you can barely feel the 'wrinkles' when sometimes its very visible and I can feel it very easy.
The problem is that I'm also uncircumcised and it hardens the frenulum and that gives me some pain.
its simply very rough skin

Sorry to hear about your difficulty!
I have a similar problem with the appearance of my penis skin, although I am circumcised.
I think mine was caused by overly rigerous masturbation many years ago, which left the area below my glans quite red and puffy, before settling down and leaving unsightly loose, saggy skin. I do not get any pain with it though and unlike your skin, it isn't rough in texture.
However, when I am flaccid it makes me very self-conscious in front of sexual partners, particularly as I am quite small when soft anyway. It is almost like the skin bunches up like a closed accordian round the shaft with a cracked, wrinkly appearance where that skin meets the glans.
I would be incredibly grateful if someone could suggest something that could be done to retighten the saggy skin, and return my penis to a more normal appearance. I have investigated? whether creams which supposedly help firm skin elsewhere on the body (containing Q10, retinol, collagen etc, even raw shea butter!) would help here, but there's very little reliable info out there. I'm reluctant to have anything surgical done, both for reasons of safety and cost...

That could be lichen sclerosus (aka BXO or balanitis xerotica obliterans), but whatever it is, I think you should see a doctor. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
