Update: I also noticed that it goes away sometimes. When I push it forward the bumps almost retract/go down and are not visible(not all the time but it happens). As well as the bumps are not there in the morning sometimes

What age are you?
Most bumps are naturally present on the head of the penis - what varies is the ability to see them, and this is most often linked to irritation, and again, the most common source is soap and shower gel and other forms of body wash

I am 19 Years of Age and I honestly
do not know what irritates it. If I were to guess it would be the type of material my underwear is made out of. Because two days ago the bumps were there all day, but the next morning I was able to push the bumps down and they mostly went away unless I agitated my penis by wiping it.
Also thank you for responding, I've been having a stressful time dealing with this.

So lightweight cotton underwear that is not too tight are usually the best to go for.
Unfortunately some sources of irritation are difficult to track down so that you can exclude them - the best thing you can do is try different clothing, inducing the underwear, but also if you wear sports type shorts a lot of the time you need to consider them too.
What you need is an ideal penile hygiene regime put in place and this provides a good starting point to work from - don't forget, the bumps are a natural part of your penis so they are not actually going to go away, all you can do is try your best so that they are not irritated in any way.
To a major extent, this means dealing with what is emitted from your penis and making sure these fluids are cleared away as soon as possible. For example, when you urinate your foreskin needs to be drawn down the shaft of your penis before you begin, Then wash with water only, then carefully fully dry. If you are out of the house and cannot wash, use a little bit of fresh paper tissue or toilet tissue to ensure all urine residue is removed. Here is part of one of my guides that may emphasise what to do for you:

The best approach is not to use ANY SOAP on the Glans / Head of your penis - wash with water only EVERY time you have urinated, after sexual arousal, and ejaculation. If you are not circumcised, protect the Glans of your penis every time you take a shower by drawing the foreskin as far forward as you can, then wash everywhere else, thoroughly rinse off all the gels / shampoo and suchlike, then expose your glans wash it with the water only using the inside of your hand, then each time you have washed it you must make sure to 100% pat dry immediately afterwards with a clean towel that only you use.
