nope, it almost has a sting-like feeling once in awhile but it doesnt burn or itch.

Well, the good news is this is not caused by an STD.
You say you have been dealing with this for a while - do you know what has caused it, something related to masturbation perhaps .... ?

i used to be a prone masturbator, but i stopped that about a year ago.

Okay, so when you said you have been dealing with this for a while, people often say things like this when they don't really want to reveal what is behind the situation they have. It is very unlikely this is related to masturbation.
In terms of dealing with it, you need to get this checked out by a doctor to see exactly what is going on: make an appointment with your Family / Regular Doctor / GP when it is practical to do so given the Virus situation.
If the Doctor does not recognise immediately what this is they may refer you to a Urologist, or potentially to a Dermatologist.
Please do not just leave this in the hope that it will go right on its own - you need to be certain of what this is, health situations, particularly on the genitals, can in later years develop into very severe situations, SHOULD this be the case for you it is far better to deal with it in the early stages rather than the advanced ..... !
