    could be! its hard to visually diagnose.

    what other symptoms have you got?

    is this the first time you've had this?

    to be honest the only way you will find out is if you see a doctor and get it swabbed!

    this looks more like ingrown hairs/pimple which is very common. the herpes sore/blisters look more clear not with the white head-looking bumps. really to be sure see a doctor and have it swabbed.
