Very Unusual Bumps on the base of my penis. Any ideas?

Hey guys

After shaving a few months ago I noticed a group of bumps near the base of my penis. They dont hurt, itch, and are not discolored.

It has been a few weeks now and i have noticed they have reduced in size.

Does anyone have an idea what these could be?

      this could be gential herpes/hpv, i would go to a clinic a show them the pictures, if the bumps do go away by then (bc they can even if it herpes) & get a blood test.
