Hey John
It looks like you trim or shave that area. It could have something to do with that. Let it grow out and see what happens. Being you have no contact with anyone.

looks like an infected hair follicle or a ingrown hair from shaving
stop shaving and just trim the area

will still cause it,
if you have to shave you need to exfoliate before and after shaving, that will help minimise the problems

it got worse later in the day since i went running and i think it popped, should i clean it off with anything

no i don't think so
it should settle down
don't use soaps, just warm water
and just stick with trimming if you think its necessary
