Alfredo, it is most likely the bumps you have are something that is naturally present such as Fordyce Spots or simply Sebaceous Glands. These begin to appear or become more noticable following sexual maturation, and can continue to develop until the mid-to-late 20's in age.
However, from the photographs I only see a faint presence of white on the head of your penis. It is possible you have a skin condition present, or something causing a dermatological reaction.
The approach I would take to this:
Always use water only to wash the glans / head and foreskin of the penis - during a shower, do not apply anything directly to the penis. After washing or showering make sure the skin on the entire penis is 100% dry by using a clean dry towel that only you use.
What I would further do is to get some Coconut Oil that is for use on the skin only, rather than the hair and apply a light coating 2 or 3 times a week - after you have dried yourself after taking a shower is the best time to do this. Now, what may happen is that if you have a skin condition present on the head of your penis the condition may react to the coconut oil, this is a positive, it tells you that you need to see a medical professional to have the condition dealt with, the best person to see would be a Dermatologist ....
