So im not sure when i actually noticed it but i have these spots on the head of my penis and on the bottom side of the shaft. They dont itch , hurt, sore, discharge nothing. They are just there.

can you add a picture? maybe penile papules? i have them, totally normal. if not they could be just skin formations?

Ryan, this is one of the instances where you need to post picture so that you can get the best advice. If they are on the head and shaft of the penis, this would exclude some of the suggestions that have already been made.
When do you think they first appeared? Are you sexually active, and COULD these be linked to a sexual encounter (that is, they appeared within a few days of the encounter)? Describe what they actually look like ........
