Why is my skin like this?

So I've always had dry eyes since I could remember. They would flare up every Spring causing my eye to become very watery and the skin around my eyes irritated. This March during one of my usual dry eye episodes, I woke up with something like an extra fold of skin or a bump under my eyelid.

The doctor said it's probably eczema and suggested a cortisone cream for a week. It went down so I stopped the cream and after two weeks I had another flare up (accompanied by dry runny eyes). I applied the same cream for one week and it went down again only to return after a couple of weeks again. This time the doctor suggested to try the cortisone cream for one week and then follow up with an anti inflammatory cream.

So it went down again but never cleared up. It's worse when I wake up and after a hot shower when my skin is more dry. I am not convinced it's eczema...

It's not rough and I can't feel anything underneath, it's just like my skin became loose and bumpy looking overnight. When I stretch my skin it goes away. Any thoughts?

I appreciate any ideas as I am getting a bit concerned.
