Been having itching for years, need advice on how to rid of it

my first post here, I only wish to ask for advice. I have had very bad itchiness in/on my vagina (in particularly the labia majora, on both the outside and the inside). it started when my mom first taught me how to shave when i was about 11 years old (i am now 20 years old.) ever since then, when I shave, and when I dont shave, i experience itchiness. somedays are worse than others. I get really bad razor bumps/ingrown hairs and razor burns no matter how much i exfoliate or use shaving cream. i haven't met another woman that has experienced this before, my friend says all she uses is shaving cream and a razor and doesn't get itchiness at all. to add onto this, I am very hairy and hair grows both a bit inside the labia majora and outside and sometimes reaches my thighs and stomach. I am a rape victim, but other than that one time i have never been sexually active. When i went to the Gynocologist for the first time, i was tested for STDs, and got an examination, she didn't find anything wrong and gave me cream for the itchiness which didn't really help that much.. I just don't know what could be the cause or what can help make it stop. please help.
