Closed nasal flap causing rhinitis?

Hi I have have non allergic rhinitis for about 5 years.

If you stick your finger up your nose, what is the inner flap inside your nostril that you encounter? Is this the turbinate?

Could a mild deviated septum from an old injury cause this inner flap/turbinate to be closed over more tightly when compared to the other side?

And could this cause chronic rhinitis?

Would a septum straightening operation help open the turbinate that is closed? It feels like it's been yanked over to the side. The other one feels normal, very easy to open compared to the "closed" one.
