You need to see a doctor if you haven't already. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.
Most cases of phimosis can be resolved by stretching or steroid creams, but it sounds like you have an extreme case, so surgery (preputioplasty or circumcision) may be required. If the doctor's only recommendation is circumcision, I'd seek a second opinion. If circumcision is really your only option, then personally, I'd prefer as little tissue to be removed as possible, and I'd certainly want to keep my frenulum. Some men choose to live with phimosis, but personally, I wouldn't, especially not if I couldn't masturbate.
