Does this look like dermatitis?

ive been suffering with SUPER dry lips and skin round my mouth so much so that my skin sometimes cracks. i used to use aquphor on and around my mouth and things went fine i ran out and switch to petroleum jelly and then i started to break out this rash around my lips. the only thing i can find online remotely close to what the rash looks like is oral dermatitis. it may he due to the change in product around my lips as well im not sure so i thought i would get second opinions.
