Is this oral herpes?

There is only ONE side of my lip with this red irritated area and this is my third time getting this within a 4 month span. It is very irritated and it burns, sometimes even throbs. Blisters don't usually develop with it and there is no scabbing during the healing process. I am just so confused as to what this is. Thank you!image
