Occipital Pain & Lightheadedness

So my dad has had bad head( near neck )pain and lightheaded/dizzy he says he feels as if he was "drunk".. for about 2 years. He says he feels like the back of his head feels super heavy and sometimes the pain throbs on the bone where our spinal cord attaches to the head. He feels dizzy EVERYDAY and the pain doesn't ever stop. He has visited the ER 3 times in the past 2 months. Had 2 CT scans and nothing is shown. His blood work is good but his blood pressure keeps fluctuating every 15 minutes. They gave him lisinopril to control his blood pressure. We thought maybe thats why his head was hurting and felt lightheaded . But its nit that because hes been taking his medecine fir about 3 months and still feels the same. His blood pressure was still not control so they upped his dose. But he feels the same. Yall hes taken soooooo many and different kinds of meds that its incredibly scary how much meds hes tried and NOTHING helps. Im scared now and we dont know what to do anymore. Not even going to the Dr. helps anymore.

Has anyone ever experienced this? or knows what it could be?
