On going ear pressure/congestion even with ear tubes!

I had turbinate surgery 5-6 years ago for ongoing sinusitis. It was helpful. I still use Flonase to help with night-time congestion. I had a myringotomy about three years ago because my CPAP was creating pressure in my ears, causing pain and waking me up in the middle of the night. It resolved that issue. About a year ago I started getting pressure and pain only in my right ear. My ET feels and seems clogged. I can't plug my nose and force air through my ET. I have been to 3 ENTs. All say my ear is fine, that my ET is open and they can see no issue. They say my myringotomy tube is clear. There is no infection. There is no fluid or discharge. They say that balloon sinuplasty won't help. I have tried all types of Rx ear drops: Prednisone, Cipro, etc. The only drop that gives some temporary relief from the pressure is Dexamethasone (a corticosteroid). Has anyone had a similar issue? Does anything help?
