Right level of levothyroxine

Hi just wondering i was diagnosed in Dec 2022 with a underactive thyroid after a couple of years of blood tests for various things it started off 6.5 TSH and hovered about 4.3 to over 5 last time in December they said if it was over 4.2 again they would treat it was 5 so Dr started me on 25mcg of levothyroxine and bloods again in 6 weeks to which it was 3.9 but said i didn't need an increase even tho i said it was best to have a level of TSH between 1to 2.5 when on levothyroxine any suggestions please.
