Skin around the nail does not grow properly

I had a fungus on the right border of the toenail in my palm. I used a medicine nail polish and nail file. The fungus has healed.

But since the thin skin stripe around half of the nail does not grow (it seems to me that it is called a cuticle) a fungus keeps coming back, because there is no skin stripe there that will prevent water from entering the space between the finger and nail.

This piece of skin grows now at the root of my nail, but it stays at the root and does not grow to the normal direction in which it should grow.

What should I do for the cuticle to grow back around the nail?
