Ugly Eyelid Problem :(

Hello all. Today I'm making a thread since I'm basically all new to this stuff and I'm just polietley asking if there are any treatments for a lazy eyelid?

If there is not, how much would be surgery and does anyone have any expierence in this field of how long recovery and such take? 

I've attached an image of my eyes, and as you can see it looks horrendous sad 

I feel as if everyone is looking at my eyelid when I talk which is why It's time do something about it.
