(HELP) White dots (pimples) around my meatus

imageimageimageI've discovered these white dots around my urethra about a week ago, their shape don't seems to look round. I don't know what they are, I try to pull them off but I can't. No itching or any other symptoms so far. I'm 20 and never have sex before, I've done HIV & Syphilis & Herpes test, all negative (2 months ago). Please help, I am in great anxiety right now ! Thanks in advance
