Okay, I can see in the photos that there are things present where you are talking about, but cannot clearly distinguish what these are due to the quality of the photos. If you did not take them in bright daylight, such as next to the inside of a window can you re-do the photos and upload.
The 4th photo for example you are actually shading the light from the area you are talking about.
Just to say white dots are most often what is naturally present, only, something may have caused them to be more noticeable than they were previously.
You need to say something about your circumstance, or your penis's more relevantly: -

In simple terms, it is most likely you have skin irritation, the issue is recognising what is causing this and either stop using these, or do things differently to prevent further issues

Yes I use condoms always, but i don't use any Lube.
When I wash my penis (shower gel) I always dry it.
I'm not circumcised.
I don't have any condition on my skin, I'm so white colored skin.
The most visible problem is the red patch/dot, I have it from a year or so, sometimes it is more visible, others it is less visible (more red or less red), but it doesn't disappear.
It is more visible in low light, than in bright environment. Today it is almost invisible in sunlight, but it is there.

So, problems that are happening with the skin emanate from two main areas:
i. - something physiological or health derived - that is, stuff happening within the body
ii. what the skin is in contact with - that is, stuff going on external to the body
This is usually something the skin is in regular contact with, or it can be a combination of things the skin has been, and is still in contact with - essentially, there are two reactive issues with skin as a result of direct contact, an extreme example of this would be a reaction to bleach. Or the other is an allergic reaction - so for example, if you use a particular condom regularly you may be getting an allergic reaction to a particular chemical on the inside of the condom.

The simplest approach is take what the skin is in contact with to the most minimal level possible - and this means simply the skin is ONLY in contact with water for washing, and towels for thoroughly drying.
Here are brief details for you to be aware of from parts of Two of my Practical Guides - anything you put in place needs to be done consistently, particularly when the problem you have has been in place for around a year.

What to do - never use any form of soap on the head of the penis, when you shower, draw the foreskin forward to protect the head of your penis, rinse everything off when you finish showering, then expose the head of your penis and rub with fingers and water only - dry your penis first, carefully pat dry with a towel and make sure the head and foreskin of your penis are completely dry!

As previously stated - irritation can become an accumulative issue, and almost anything in contact with the skin of the glans / head of the penis on a regular basis can cause this to remain in place for you. Here, the most common irritant is soap, shower gel, and for someone using condoms regularly, these can also become an irritant. Most often the problem becomes evident when someone changes soap, shower gel, switches to a different brand or type of condom, or uses a different lube for sex or masturbation on the penis. (for example)
However, sometimes nothing in particular seems to have triggered the problem, in these instances you quite literally have to exclude everything from contacting the glans / head of the penis - and this includes all the things I have already mentioned, particularly soap and all forms of body wash.
Always use water only to wash the glans / head of the penis - during a shower, do not apply anything to the penis, wash everywhere else on the body first and fully rinse any cleansers from the body. Spend sometime using the running water to fully rinse the entire groin area, and in particular, the glans / head area of the penis. After washing or showering make sure the skin on the entire penis is 100% dry by using a clean dry towel that only you use.
Once you have put the good practices in place, you may not notice any difference for 5 or more months, depending on how long the source of irritation has been experienced by the skin on the glans / head - for many males, the problem is down to an accumulative effect, and even when the sources of irritation are removed, symptoms of irritation such as lumps, bumps and spots can take an extended period of months to completely fade away, of which, 6, 7 or even 8 months is not unusual.

The other potential is that this is an issue that is not going to change, you have a reaction that can vary, depending on other circumstances at the time, the skin in the patch has reacted physiologically but this may never go altogether.
However, until you put in place all what I have detailed you will not know whether the skin will sufficiently recover to be as healthy, and look the way it was some 12 months or so ago.

From this photo - and photos can give a false impression, I would suggest there is quite a high level of reaction to your inner-foreskin.
So, what I mention about no soap, shower gel, keeping the head of your penis covered prior to taking a shower, then exposing and cleaning with WATER only, then fully drying afterwards is essential for you to pay particular attention to for the next 5 to 7 months at least

Hi Again, there is no reaction on the skin it's only sun reflection i guess,
After a month, or so, of using "Clotrimazol" cream, the red circle has almost dissapeared, so i'm happy with it, thank you so much for all your answers.

So as I have extensively detailed to you before I have gone through what can cause irritation to your skin and the need to eliminate these causes.
You also need to consider whether you have had sexual contact or you are masturbating and applying anything to your penis before, during or after - again can you eliminate any of this potential or actual exposure?
Other than external causes there is the possibility that you have a penile skin condition,
Without reading through everything you have previously stated the best medical specialist to see about this would be a Dermatologist ...

Thank you, ill keep using clotrimazol for a time and see what happens, because i have severe anxiety and i can't go to the hospital yet.
Y don't use anything, and i clean with water every day, so strange...

Have you contacted your own doctor / GP about being referred to a Dermatologist or have you even spoken to your own doctor / GP about this?

Nop, mantaining the zone dry is working well.
But now I have this all over my body... I had itchiness on my pubis 😦(
In pharmacy they gave me "Sarcov", it seems to be crabs...
The most funny thing is that i have not mantained any sexual relationships in 4 months...
