Has she seen a dentist?, or a doctor. I would say start at the dentist, another place is children's hospital, look for the nearest one to you, they don't charge if you can't afford it. Pray for her and for God to guide you.

Dont let a 7 year old suffer pain. Take her to a dentist...preferably one who specialises in childrens teeth and gum problems.   Are you in UK?

After thinking about this I wonder if the teeth you are talking about have just come through? It may not be gum growing through the tooth but the gum being stretched over the tooth and causing pain...A simple procedure would release the tooth and stop the pain.....again....go to a dentist.  A 7 yearold should not be allowed to suffer like this when there is a simple answer.
