Adhesiolysis help

Hi. I has a microdiscectomy operation around 2 years ago. Unfortunately I am still getting discomfort in the form of leg tightening sensation. After seeing various consultants and physios, one consultant identified the problem as scarring around the nerve l1 s5 area. He did not offer a solution other than a spinal block injection, saying that although surgery could remove and free the nerve it might result in more scarring occuring and as a result potentially a worse problem than before.
Yet when looking at various websites like those in the USA it appears a procedure called Adhesiolysis.
According to the Novus Spine center in USA:
"Adhesiolysis is one of the procedures used by pain specialists, like Novus Pain & Spine Center in Lakeland, Florida, to treat pain resulting from scar tissue.
Adhesiolysis is also called “epidural lysis of adhesions,” because the procedure breaks up scar tissue. Furthermore, it’s called the “Racz Procedure,” named for the doctor who developed the procedure to remove or divide tissue adhesions in the lumbar region of the spine (lower back)."
They also state "Adhesiolysis is a minimally-invasive surgical procedure that breaks up adhesions (scar tissue) and treats the affected area with steroids and other medications. The procedure is considered both safe and effective in dissolving scar tissue."
So why is it that virtually no hospital in the UK seems to do it? Or can anyone help
