I’m 16 and in need of some advice. I’ve noticed this for a while and I’ve never seen it as a problem until recently. So here it goes
When flaccid my foreskin will only retract half way down my glands when I pull it back and will not go any further without being uncomfortable for me. I masturbate regurlarly which has never been a problem, however I am unable to pull my foreskin below my glans due to a tight foreskin and what seems like something connecting the gland and foreskin. Any advice would be great as going to the doctors would be a last resort.

It may take some time (maybe even up to age 22) for you to fully develop, which might mean that your foreskin will free itself up naturally in time. Even if it doesn't, since you can masturbate OK, it need not be a problem during intercourse either, particularly if you use a condom or a lubricant such as KY jelly. There may be a way of speeding things up , but you may need a prescribed cream to apply to assist the process. Your doctor should be able to advise.

Sounds like phimosis, and as Pepasan said, if you're only 16, it will probably fix itself. Gentle stretching works for most people, or you could also try a steroid cream from a doctor. For severe cases, surgery is an option - preputioplasty, a dorsal slit, or circumcision, but it doesn't sound like your case is that bad. Some men choose just to live with phimosis, but it makes hygiene harder, and if the foreskin never retracts fully, I don't think sex will be as good, since the inside of the foreskin and the sulcus (the ridge underneath the helmet) are two of the most sensitive and pleasurable parts (the frenular delta is also very pleasurable, but surprisingly, the glans itself, not so much).
What's connecting the glans and foreskin is called the frenulum (technically it's a frenulum, since you have others eg below the tongue, and between your gums and lower lip). If yours is very short, you may have "frenulum breve", which may require surgery. My frenulum was torn having sex when I was 20, but apart from it being painful and embarrassing, it healed up after a week or two, and hasn't been a problem since.

You won't need any steroid cream if gentle stretching works, but you could try 0.05% betamethasone cream. The brand name is different in different countries. Wiki says this:
Betamethasone is available in a number of compound forms: betamethasone dipropionate (branded as Diprosone, Diprolene, Celestamine, Procort (in Pakistan), and others), betamethasone sodium phosphate (branded as Bentelan in Italy) and betamethasone valerate (branded as Audavate, Betnovate, Celestone, Fucibet, and others). In the United States and Canada, betamethasone is mixed with clotrimazole and sold as Lotrisone and Lotriderm. It is also available in combination with salicylic acid for using in psoriatic skin conditions. In Mexico it is also sold mixed with both clotrimazole and gentamicin to add an antibacterial agent to the mix."
When I tore my frenulum, it was very painful, and hugely embarrassing, since I was having sex at the time. It healed up very well by itself though, but I had to take two weeks off sex, and be very careful for 2-3 weeks after that.
